ABOUT THE ORGANIZATION:

The Upper Occoquan Service Authority (UOSA) is a regional water reclamation plant serving four jurisdictions (Fairfax County, Prince William County, City of Manassas, and City of Manassas Park).

General Statement of Duties:

Research, develop, and implement effective recruiting and staffing strategies to attract a diverse pool of qualified and capable talent for UOSA. Sourcing, screening, and hiring of full-time, part-time, and temporary positions. Responsibilities include all aspects of hiring, from sourcing candidates, screening applications, scheduling interviews, coordinating the onboarding candidates. In addition, requirements include meeting with hiring managers to assist in writing job descriptions to offering job positions to the most suitable candidates. Will assist the human resource staff and perform other related work as required.

Distinguishing Features of Class:

Under the general direction of the Human Resources Director, performs full-cycle recruitment. Collaborate with hiring managers to understand key job skills, competencies and technical background required to perform work. Develops an understanding of the key deliverables of a position being recruited as well as of the qualifications critical to job success. Constructs and delivers selection processes that yield sufficient information for hiring managers to be confident in their hiring decisions. The incumbent must have the ability and flexibility to interact with staff at all organizational levels. The position requires the individual to work independently with little or no supervision and must be a proactive and strategic thinker.

· Responsible for full-cycle recruitment. Develops, facilitates, and implements end-to-end recruitment process.

· Collaborates with department managers to identify and draft detailed and accurate job descriptions and hiring criteria.

· Develops and executes proactive recruitment strategies for wastewater operations positions with an emphasis on producing highly qualified and diverse applicants.

· Use multiple resources to build applicant sources by researching and contacting high schools, trade schools, universities, associations, veteran organizations and internet and social media sites.

· Reviews resumes and job applications in order to determine if work history, education, training, knowledge, experience, job skills, abilities, and salary expectations meet the job requirements.

· Pre-screens and forwards qualified applicants to the hiring manager and/or selection panels.

· Coordinate the interview process, attending and conducting interviews with managers, directors, and other stakeholders.

· Collaborates with the hiring manager and/or other human resource staff during the offer process, identifying and recommending salary ranges, incentives, start dates, and other pertinent details.

· Ensure timely and accurate data entry of candidate information, notes, statuses, and workflow adherence within our internal applicant tracking systems.

· Support the enhancement of existing recruiting and hiring processes and make recommendations for improvement and efficiency.

· Prepares reports by collecting, analyzing, and summarizing data and trends.

· Ensures compliance with federal, state, and local employment laws and regulations, and company policies.

· Attends and participates in high school, trade schools and college job fairs and other community events.

· Position is responsible for maintaining confidentiality at all times.

Required Knowledge, Skills, and Abilities:

Comprehensive knowledge of principles and practices of full cycle recruiting and interviewing skills. Thorough knowledge of the principles and best practices of talent acquisition, including applicable federal, state, and local laws. Supports workplace diversity, employment law, and benefits administration, strong analytical skills. Demonstrates skill in working effectively in a team environment. Ability to manage complex projects simultaneously while working effectively under pressure. Knowledge and hands-on experience with HRIS related software, preferably UKG, Workforce Ready. Excellent abilities to communicate orally and in writing. Ability to establish effective working relationships with employees and the public. Excellent interpersonal skills required. Must be well organized, a quick learner, high energy, and detail oriented. Able to handle physical requirements of the position to include walking, bending, stooping, lifting, and carrying 20 pounds.

The position has minimum experience and education qualifications requirements. You may substitute years of professional work and relevant education for the minimum qualifications.

Any combination of education, experience and training equivalent for the position will be considered.

Acceptable Education, Training and Experience:

1. High school diploma (or equivalent) and three (3) to five (5) years’ experience recruiting for a variety of professions and skill sets, with demonstrated ability using full lifecycle recruiting processes, or

2. A similar combination of education and experience.

Additional Requirements:

Knowledge and experience with computers and related software. Possession of a vehicle operator's license valid in the Commonwealth of Virginia is required. Attendance at meetings, conferences, seminars, and training sessions is required occasionally. Some overnight travel and weekend work is also required from time to time.
